Outcast Golem

I posted this in Discord but figured I'd put it here. Could you make Bellamy talk to outsiders so they can create a golem? I assume slaad and bone golem are doable as you can obtain a magic stone as an outsider but you can't speak with Bellamy to make a golem. I suggested that maybe the cost is more (2-10 times as much), or perhaps they have to fetch something for Bellamy based on character level? All said and done I have a lvl 20 outsider with golem parts and no way to make it.
