Loot dropping only plus 4 or lower in all areas

So the loot is bonked i go by vel vira etc even at level 40 zones were getting plus 4 or lower loot examples of said zones are blackrose blood cult and scorp city home of the hell mages raids seem less affected tho plus 4s sneak in there forges and raid loot will drop normally i'm not sure if its a bug but wanted to post it here i used plus loot like enchantment because its easier to show the level of loot but things like goldstar thorns etc do not drop not from high level areas since change i got a belt of lions from blackrose or umgah which you normally find at lower levels like in hinderlands sid and a few others have noticed this as well.
