Are some baddies immune to Greater Ruin?

So far I've tried it on formosa warriors, workers, and a few underdark guys, Greater Ruin (the epic spell), did no damage or anything to the baddies. Not sure if it's a bug on my end or something I've missed. Anyone else experience this?

This is a bug and will be fixed after the next reset.
