Level Limit on Transfer Gem?

I saw Driller's comments in a recent thread that this is supposed to be a mid-level tool. Okay.
I tried to transfer a level 37, named Morningstar, with no perks, to a plain greatsword.
It said the target item cannot be greater than level 25. It's a level one great sword. I put it in first, put it in second, logged out, etc..
Just verifying that you cannot transfer something higher than level 25. Good to know if that's a limit.

There is a limit to the level of the weapon that can be transferred. When it says target, it is talking about the target of the gem, the item you are trying to transfer. I will change the wording to be more clear.

Ah. Got it. I was thinking of Target as where the traits were going.

i see the new change unfair for new players
since now you cant make weapons that some people has.
also makes the 80% of perk weapons that you get from drops not so usefull

It will never be possible to have fairness in any game, its like an endless treadmill. It is what it is.
The Transfer is not intended to be the end all be all weapon creator. It was just to help mid tier players.
