Bytor and Snowdog?

Just to be clear, I'm posting this for Ivan, cuz he lost his account. 
Anyway, he found a Bytor and a Snowdog. According to the descriptions on those weapons, he's supposed to gain some kind of bonus if he uses both at the same time. He can't see any bonus in effect. Is that bonus active?
