I'd like to suggest that the Temple of Vor priestess can make a plain socket weapon a Holy Avenger, with no frills. I know a forge stone can do this but it also gives me on-hit which drives the level up drastically!
There is also a bug or I am not using it right. When I put an "untouched" plain weapon on to the alter nothing happens.

There is a forge stone that can give you plain old holy avenger without the on hit.
