I’m assuming that it will be based on character level and not Caster level? Similar to how the Vor summon is based off of character level?

Sounds good. It was a little OP to have a level 40 summon at lvl 21. He is still strong, just not overly strong.

caster level would be fine too. it is an epic caster feat after all

Caster level would get complicated when you consider level 15 Palemasters can also take the feat. I think having it tied to character level is enough to solve the issue of characters having a level 40 mummy at lower levels, and doesn't create many newer issues.

I haven't tested your new nerf yet but the mummy typically starts off with two dispel magic on the mobs. I am liking the new haste though. Saves a spell for me.

His toughness could get adjusted a bit, at least for lower levels. I will let the stats roll in first.

Mummy tends to stand the casting dispel while getting beat to death and does no good. Since the adjustment i have noticed he seems to do this less.

Maybe it is an ability rather than a spell but what he does is cast 2 x dispels magic or greater dispels first, while getting beatin to death it also can dispel hold monster etc.
Also NEG burst for some reason does not heal the mummy I suppose it is because the spell is party friendly therefore it can not hurt the mummy and in turn heal him.
