Listing characters online?

Is there a way to see a list of the characters online? I can get a list of players, but I don't know how to get a list of characters.

Also, what happens if you send a message to a character using /t and that character is not online? Is the message stored, or just lost?

I have been playing NWN since it came out, but I haven't been playing in persistent worlds for very long so I am not real good with the commands for PC interaction. I did find this: https://nwn.fandom.com/wiki/Chat_bar but it doesn't answer the above questions.
