A couple of days ago I attempted to forge what you can see in the picture.
I thought that a chaos shield lv. 40 is associated to an 80% proc rate but it really doesn't seem so.
Could you please check and confirm that the property is bugged?
Secondly I'd like to ask that even if chaos shield would work as inteded, isn't it a bit underpowered stat considering it is the only one you can actually forge on non-weapon item (it sets the lv. requirement to 40 just by itself) and considering how rare it actually is?

In other words, a level 40 variant of the shield should have an 80% chance of proccing a random effect. Guessing it's bugged...

It has been modified, it is 5% not matter what.

Considering how useful it is on melee weapons by comparison, I’d say yes.

Ok, that's fine but since the <snip> stone doesn't really give a lv. 40 chaos shield shouln't it be fixed? Using it on armor-typesimply makes you end up having an item with a chaos shield lv2-3 and a required level:40, which is quite...bad.

I modified a few posts in here. Please keep the forum's spoiler-free of what the effects of forge stones are.

There's another stone that is the reverse of this; quite useful to use on Armour/Inventory items [en masse, for some characters], but at the same time is not very useful on weapons. So as a result, crafters generally use this stone exclusively for armour and equipment, the same way that the stone mentioned in this post is almost exclusively used for weapons.

I don't see the issue.
