Cone of Cold vs Dragon Shield?

I was out in the frozen wastes and those greater winter wolfs toasted by with their cone of cold. I had a Dragon shield which has 10 cold damage resistance. But the damage I took didn't seem to be affected by the resistance. Now the shield works with the acid arrows in the swamp ... but ... I am I missing something? I also failed my reflex save ... which I am not sure what I am using ...it showed a 10 + my dice roll ... ten is ?? SR? Not sure what I need to do ...
