Shrine Monsters Challenge Rating

It would be nice if the CR or challenge rating for the monster in the shrines be increase to exceed that of the monsters that reside in the area where the shrine exists. I think the monsters 1st shrine are ok as are the monsters second and 3rd shrines. The 4th and 5th shrines monsters could be tweeked a tad but the 6th shrine monsters right now are way below the CR of the monsters that reside where the shrine does. The 7th shrine is well the challenge so it ok as is. IMHO the monsters in the shrines should get progressive tougher. If the 7th shrine is for level 40 then the 6th should be for lvl 35 ... 5th for lvl 30 ... etc.
