8.Do not engage in unagreed player killing..

Does this mean all players involved in PvP must agree to it?

I am certainly no player killer- I just want some clarification.

Now that don't mean an unagreeded PK will not take place, many bad people out there. If it does try to contact a DM or one of the more experienced players and they can assist you in hunting down the bad guy.
