If a player was interested in truely RP'ing as a murderer in a way that encouraged RP and allowed others a challenge to face, I think it would be great.
My suggestions would be the following:
Make a unrelated character and use an unralated signon
-Then ask a bunch of people if they are willing to participate in this kind of RP as long as it is done in a way that facilitates interactions and is not based on pointless violence.
When people are attacked, use things like darkness spells and Visage spels to "alter" appearance and mask the identiry of the 'killer'.
-However, it would be important that you pass on a 'clue' to each victim that people would be able to put together with other clues over time.
Get some help to improve the storyline.
-Ask a few friends OOC to help out as victims that will follow a bit of a script that will keep the RP from getting too confusing or off track.
-It would also be a good idea to get a few DM's in on the act by having them stage NPC deaths even when your not online and allow PC's to discover clues related to the murder spree.
Have someone jump into the RP as a copycat murderer at some point to through off the scent or create doubt of some of the eviedence.
Do not just target people your character can slay.
-Allow your 'murderer' to be faught off or be forced to flee. This could be a great way to allow some firm information such as the race/sex/quirks and/or capabilities to be revealed.
Go the extra mile.
-If you have the time, you could make a brand new character soley dedicated to this RP.... one version could have have the 'name' attached. Another, a duplicate in every way, would be labelled only as "Murderer". This might be a bit more difficult, but it would help reduce the amount of OOC stuff like:
Random victim posting rewards for the capture of "a person fitting the description of <insert character name here> for the crime of murder"

Not necessarily... Each guild is different. To really know how a specifc guild will respond - you may find it easier to just ask them.

My judge will be titled: Justicar of Vor, Champion of Arturus.(Highest and most experienced within the order )
He does not work for any goverment or church per se but for the world as a whole. Travelling from realm to realm, working within the legal code of each realm to help them determine the best ways to make their laws just and resonable. They never enforce a law that can be shown to be unjust.
-He is a paladin so he can detect evil at will. (Other servers have that option)
My Blackstone Knights will be allied to his order of Justicars but they are not cops.
The Blackstone Knights are an Order of Knights that also travel from realm to realm freeing the surroundings of peaceful humanoid settlements of monsters and evil humanoids. (Like Vayne ) Always doing what is in the best interest of the peasant for thier rulers. If they find a goverment is corrupt, they request a Vorran Judge come and weed it out with the local legal system.
In other words:
Judges = Working to help the settlements legal system just for the peasantry. (No slavery and Chaos)
Knights = Working to secure the settlements surroundings to expand the farming and thus it's economic growth as a whole.
When their work is done, they go to where they are requested and most needed, leaving little or no evidence that they were even ever there.
Knights = Changing their name to the local settlements for better identification. But keeping their noble Standard which they've had for centuries.
