Limit all weapon to max 3 x 1 d12 (36), +7 eb or +7 ab and 2 other supporting boni.

Create a special class of "Hero" weapons and gear (in every category). Extremely rare drops - not quite xen rare but close.
Seems like the xen weapons are not what they used to be compared with some of the OTT weapons in circulation now (I have some too)
