Unable to progress a quest. (BSK2)

The dock warehouse door is locked and the DC to pick it is set at 100. Making me unable to do this quest.

Possibility it can be broken? I have the quest but the door will not open.

I also have this quest in my journal as active but when I try to pick lock on doors I get a message that the doors are impossible to open. Can a dm assist? If so how can I reach one?
