BSK 1: DM-Locked Emote Wand and Dicebag

Tried using the Emote Wand and Dicebag items a few minutes ago. The conversations didn't come up, and instead I got a server message repeated about 16 times, "Only DMs may use the DM wand." Tested this on two characters with the same results.
