UMD not working

I have a UMD score of 10, but I cannot even make an attempt at casting a 1st level wizard spell. I assume UMD is not working properly.

I think the he DC IS 25 + innate level of the spell.

I kind of just wanted to know if UMD has been removed from the server before I waste any more points there.

I think I might need 15 points to do what I thought I could do with 10. If UMD is not messed with on your end, then I will see if 15 does the trick upon my next level. 15 allows me to use the level 1 spells in Vordon's Here Creator where the 10 does not; it was the same there as on the server, so I think everything is fine and working properly.
