Broken Quest - Dark Cabal

That Dark Cabal must be real scared cus he doesn't want to come and play. Tried for some time, he doesn't spawn.

I notice now that the quest is no longer active. When am I supposed to get xp and gold for completion? I'm confused.

He should be spawning. I see nothing wrong.

Successfully defeated boss. Journal updated to reflect my success. When I go back to the Warden for a reward he repeats what he said when he offered the job:
