New topic "Technical Support"

Maybe, it is not bad idea to create new topic like 'Technical Support' where players can help each other to solve technical problems.
Right now we have only "Bug Report" and "Off Topic".
In case of issue, people write to "Bug Report", but, if fact, issue is not related to BSK and, as result, Not a Bug.
