Is that drop split up randomly between the players?

I made a golem recently and found that the haste I forged on a weapon did not haste the golem. I am assuming that it only works if haste is on the armor?

I am trying to clear the Ice Dragon quest on my archer and every time I attack, it flies up into the sky, drops some ice (like Ice Storm) and despawns. It has done this 3 times in a row and I even tried to stay in melee in case that was the reason. Thanks in advance for your help!
