In that case I'm not sure what happened. The mages cast Epic Mage Armor as normal, but I didn't have any trouble hitting them even after letting them finish casting all of their spells. I do think this would be considered a high magic server with the endgame gear focusing on an intentionally hidden crafting system I don't think it is a good server for a Shifter. Thanks for fixing the mage AC driller.
I didn't do enough testing to work out what their new AC is after casting Epic Mage Armor, but I let a few mages fully buff themselves and I was still able to hit them.

To follow on from my previous post, after a bit more testing it seems the AC problem is due to Epic Mage Armor. The mage goes from 86 AC, which is high but hittable, to 106 AC which can only be hit by a select number of Arcane Archer builds. Can you consider either removing Epic Mage Armor or changi...

Yeah, any time you cast a spell (either as a caster or from an item) the target gets hit with Greater Restore and then the spell takes effect. This applies to both buffs healing the caster and offensive spells healing creatures.

I use a STR WM and don't have a problem with the Umgah Mages as long as they haven't finished buffing. However once they are fully buffed (usually when I run into one that another group ran away from), their AC is untouchable. Raise Dead and Resurrection are both Conjuration spells. If your wizard's specialized spell school is Abjuration, Evocation, or Transmutation you will be unable to use those scrolls.
