It actually does work. With something like 10 to 20% of the time during my little test. But that was with Vamp only on the off-hand weapon. I read that Vampiric Regen is a 50% on hit. Is it nerfed in any other way?
If duel wielding, will both weapons still have a50% on hit? It does not look that way from the bit of testing I did.

When re-logging after reset 'Sid Pally' was sent to an area with a headstone. I also received an "Attempting to recreate instance" message.
I had logged out just before the reset at the Blackrose merchant and should have materialized there upon logging in.

Charging sounds like it goes very well with your intentions of having clerics in the party. Especially if charging could also be done with heals. Maybe a special 9 lives rings just for the cleric to charge up and use. I have no clue how clerics work. Just dont crush the smaller groups ability to car...

It's my understanding that having too many items in your inventory can cause lag on login. Removing recharging restrictions on rezz rods would resolve having to carry 50-60 scrolls of the same spell. That's how many I carry, typically. Other players say they carry over 100 scrolls of the same spells.

Looks like the socket system fails to add more than one stone to Gruthers swords. You get "polished socket gems".

Instead of stopping dominated monsters from transitioning how about more guards in the towns? Maybe a specific script to remove them from certain areas? I really enjoyed using certain monsters as my minions in different areas.
