Just incase this happens to anyone else, Driller's suggestion to reboot everything worked perfectly. I rebooted both my PC and Router

After the server rebooted, when you make a new character you are not able to move out of the spot you spawn in.

Additionally, I don't see the portal midship that you normally click on to port to the Blackstone docks.

Thank you SkyBlue. After the Server reset, the issue was resolved.

I went back into the farmland caves, killed the hag and have the quest turn-in.

I entered the Farmland's cave, fought to the end, and the Hag was not spawned. Waited a long time and no spawn. Walked out of the cave, and went back in and noticed message "Creating Instance. Monster's do not respawn in this instance." Now I have no way of finishing the Farmer's quest, so...

When you are down and bleeding out, or stabilized and regening health, if Vor intervenes and heals you but not enough to rise above 0 health, you stop regaining health enough to regain consciousness.
