Silly question, but where might I find the ritual stone for creating the slaad?

I finally got all the parts (including book), but realized that I don’t know where the stone is?

Any hints??

I can’t seem to get into this area. I get a message telling me that I need to talk to a priest, but the priests name doesn’t show. It’s like it’s an empty space in the message.

I’ve seen this on two characters (both over level 30).
