I've been trying to complete the Obelisk ritual recently, but there was no enemy being spawned at all. Could you look into the issue?

Seems like reusable items custom to BSK are having those problems. Things like lesser Ioun Stones, Gem of Seeing and wands are unaffected.

I'll add my thoughts and hope it helps clarify parts of the things you're describing. Casting GMW and Flame weapon on yourself while you use ranged weapon and have bolts/arrows equipped will enchant them temporarily.
