Frost wind on hit ability has been useless against the bosses ever since the nerf.
Why not bringing it back like it was before? For example you can put a 30 seconds cooldown timer after a last successful hit and then you can dice a 5% chance again for a freeze hit. ( For bosses only, keep it the same vs mobs)
I'm posting this because stunning fist seems more useful than frost wind now but the main difference is that frost wind is a rare item and stunning fist stun build are easy to build and maintain in a party.
