Raven's Raiders boss not spawning?

Cleared the isle and cave, but don't have credit for completing quest. Is the boss not spawning or am I missing something?

Her spawn is random, she can spawn in the NW, N or NE locations.

Ok because we sat around in the cave for about 15 minutes moving from 1 location to another without it spawning.
